Tomoe gave the Raikage a few days head start to return to Kumogakure. It wouldn't have done to arrive before him, but the Hokage also had to take care of a few matters before leaving Konoha. And besides, if the Raikage really had been traveling all across the continent to all the major ninja villages, he certainly would need a few days to catch up on matters at home.

She arrives at the gates of Kumogakure with a slightly dusty traveling cloak over her robes and clothing suited for travel. At the gates she speaks with the guards, who might have been forewarned that the Hokage might be visiting the village. She receives a courteous escort to the administrative building of Kumo where the Raikage's office is located. She's fairly certain that the Raikage will treat her to a stroll through the scenic parts of his village, yet she can't help but be curious and look around at the village she is walking through.

Once she reaches the Raikage's office, she knocks at his door and waits for admittance.

"So it went well, eh?"

Kei stood gazing out the window of his office, his robes on a hook in the corner. He stood in his sweats and shirt watching the streets below. He almost ignored Seiya until he snapped back to reality and realized he had been asked a question.

"So far so good. Iwa and Kiri haven't changed, they don't want anything to do with any of the other villages. Suna is quiet, but willing to cooperate. Konoha is ready to form alliance-like terms. Hopefully we get Kusa squared away so we can focus on the Chuunin exams."

"And the Hokage? She is coming here today?"

"Yes, she should be here any -"

Kei looked over towards a knock on the door. He then looked at Seiya and nodded. Seiya walked to the door and opened it, bowing before Tomoe. Seiya was slightly shorter than Kei. He was a handsome jounin who wore a Kumo flak jacket and standard attire. He had long black hair and brown eyes.

"Oi, Tomoe."

Kei sat on the edge of his desk and looked over at Tomoe. His office was cluttered and dirty but in the mess there was a few chairs and a small sofa facing towards an unfinished painting on the left side of the room. The unfinished painting depicted a huge mountain with a forest below.

Tomoe offers a warm smile in greeting to jounin that answers the door, "Good day." With that courtesy out of the way, she looks past Seiya to the Raikage and his office. "Hullo, Kei. I trust you're well after your long trip?"

Although her attention is clearly on the Raikage and the jounin who is presumably his assistant, she absorbs as much detail of the office as she can. Although she got some sense of who Kei is from his visit to Konoha, there is only so much that can be learned in a single visit, especially about a ninja, and a person's office can speak volumes about the kind of person they are. It is not in the nature of ninjas to directly ask for information, so Tomoe relies on these external cues to fill in what she can about the Raikage and his village, wary that appearances are not always what they seem, especially when it comes to dealings among ninjas.

"Seiya, grab some wine from down the hall. I think Misa's vineyard has given me a few bottles as a gift.." Seiya turned and left the office quickly.

"My trip was fine. Tiresome, but everything went okay. How was your trip? And please, have a seat." Kei slid some of the papers off of his desk into a drawer and did a quick few little things to tidy up the mess of papers on his desk, but nothing was working. Giving up, he went back to sitting on the edge of the desk. Seiya came back with a few glasses and a bottle of Misa's Rolling Thunder Vineyard, the only wine in Kumo, even though the bottle said it was the best in Kumo. Seiya poured two glasses, handed one to Tomoe and then one to Kei. He then handed Kei a small bottle of sake. Seiya then left the office. Kei sat his wine glass down without taking a drink, and then took a swig of the sake.

"My trip was pleasant and easy going. The roads are clear and easy to travel on." She also did not travel forth to visit all the major ninja villages and has only made her way to Kumo.

"Thank you," she says when she's handed the glass of wine, taking a small experimental taste of it at first. Not looking for poison or trickery, but simply sampling the wine as she's been taught to enjoy it. Since the Raikage is sitting on the edge of his desk, Tomoe helps herself to a seat near the desk, so they're not shouting across the office at each other. She makes a mental note that the Raikage has a particular proclivity for sake.

"It's not been long since we last spoke of such matters, but I don't suppose you've heard more about matters in Kusagakure?" She sent some of her own ninjas to investigate the Raikage's stories, notably to scout out the Kanabi bridge, yet they departed the village at much the same time she did and so she has received no reports from her own ninjas yet.

"Unfortunately no, but I have sent two ANBU to investigate. They left the day I arrived. I should hear from a pigeon shortly." Kei took another drink from his sake. He contemplated something for a moment before turning to Tomoe. "Its hard sending other people. You know, to do things we could do. Things where we wouldn't be asking another to risk their life for."

Kei stood up and gazed out the window once more. He had planned to take Tomoe on a walk of the village, but perhaps he should show her his papers before hand. He had information he planned on sharing, but for now they would enjoy their refreshments.

"I've also sent some of my ninjas to investigate what they can. I'll send a pigeon to you once I've heard their reports." It would seem that Tomoe is willing to engage in some information sharing in line with a potential alliance to deal with any issues that may be rising in the Land of Grass.

"It is," she replies in agreement with his statement. "It's always a decision we must make, and a burden we must bear if we erred and lives were lost. But if our jounin and village elders did not trust us to make the best choice in who we send and why, then we would not have become the leaders of our villages," she points out. Perhaps that is wisdom, or perhaps it is arrogance to assume that Kages are the best determinants of such difficult moral quandaries.

Kei moved away from the window and withdrew a notebook from his drawer. The notebook was tattered and shown of wear, but its contents were of great value. Shuffling through the notebook he came across a page full of different drawing and jots. He slid the notebook over to Tomoe so that she could read the writing.

Target File //. #142 'Zaru'

Zaru was first identified as an Otogakure shinobi of Jounin rank. Affiliated with Oto's resurgence in the last decade he was exiled after the Otokage was slain by Raiken, Kei. Last name or clan is unknown. Originally from Iwagakure. Left as Chuunin and presumed dead/k.i.a. Last seen in Amegakure.


"It's small information, but that is who we are lead to believe is behind Kusa's antics. At least that is what I've been told by informants. When my informants return we will know for sure, but my informants haven't responded yet. They've never been late before. Also... this just arrived. I'm sure Konoha has got one as well."

Kei handed Tomoe a flyer from admist the papers on his desk.

Kusagakure Rising Nations Tournament!

Kusagakure no Sato is proud to announce that they will be having a tournament for Genin from all over the lands! Genin will be randomly drawn and will represent their village with pride as they battle it out over a three-day period. You are officially invited to bring forth as many Genin as you'd like to join the tournament here in Kusa! It is a great time to prepare your Genin for the Chuunin exams!

Tomoe looks at the notebook and reads the information that has been gathered about Zaru, the supposed 'Kusakage' in the Land of Grass. "Connections to Iwagakure, Otogakure, and Amegakure. How very interesting," she remarks. "It raises questions as to what Iwagakure's role is in this… and in the Land of Sound." Of course she would be wary of anything pertaining to the Land of Fire's suspicious northern neighbor. "I am guessing the Tsuchikage was not forthcoming about knowledge related to Zaru when you spoke with her."

She takes the offered flyer, shaking her head slightly. "One had not arrived prior to my departure for here. If there is one sent to Konoha, I will see it when I return." She scans the document and sets it down. "An interesting invitation. I wonder how many villages will consider this offer seriously."

Kei looked at her intently before getting bored with the serious stare and cracking a wry smile.

"I'm going. I'm taking my three best genin and a handful of ANBU to wait outside the village. You can believe Kiri and Iwa will be there. I'm going to take a guess, and generally i guess right, this is an act of strength. They want to show their genin, so they have filing in the ranks. They won't pull anything with so many villages present."

Kei took his notebook and slid it back into his desk. Taking one more swig of sake, enough to drain the bottle, he sets it down with a thud.

"As for our Tsuchikage, I will deal with her. She won't lie to me a second time. And with that, how bout I show you the village?"

"More than an act of strength, it's a chance to assess the other villages. While our genin are not our most skilled, particularly in techniques we'd wish other villages to not know of, they are the future of our nation. There is much a smart person could learn about us by watching how our genin behave in a fight." Tomoe shrugs at this, as if admitting it's inevitable.

"But it is also a prime opportunity for us to assess Kusagakure and this Zaru. I will take some of my own genin and ninjas with me." What Tomoe does not state is that she intends for those 'other ninjas' of hers to be undercover, acting as civilian spectators and vendors visiting Kusagakure for the sake of festivities and/or profits. Individuals cloaked in such a manner may be better poised to glean information about a place that would not be spoken within hearing of a Kage or a known foreign ninja, even ones of genin rank.

"I'd love a tour of your village," Tomoe replies, with a genuine smile and interest in this offer. A visit that consists of nothing but solemn business can indeed be a bit dreary, and there's nothing like a walk to aid thoughts in being processed.

Kei starts to walk out the door, holding it open for the Hokage to pass through. As they walk out of the Administration building he points out the various places in central Kumo; the farmer's market, the neighborhood square, the hanging gardens, various temples. There is so much to see Kei isn't even sure if he can get through it all. They continue through the ridges and valleys of the Kumo mountains where the village sits in. Finally they get a large steel gate with a guard at the end of it. When the guard sees Kei he steps aside and the gate opens.

The gate leads to a small water spring where a waterfall drops into it almost silently. Green vine shield it from the public eye, and it is off the path to where birds are heard singing and playing in the shallowest corner of the pool. The pool is surrounded by a cave with a hole in the roof that lets in a single beam of sunlight, yet in the heart of the day it illuminates the entire cove.

"This is one in a million, we call it Shiro Ku."

Tomoe exits the Raikage's office with him, letting him lead her on a tour of the village hidden among the clouds. She can't help but be drawn to the hanging gardens, and there is one temple in particular that seems to really catch her interest. Some of it's motifs seems oddly reminiscent of a temple in the Land of Fire that she is acquainted with, a fact which she would point out to Kei for the sake of simple conversation.

The guarded steel gate catches her curiosity and she passes through it, then stops abruptly as her breath catches at the sight of such beauty. "Incredible," she says softly, unable to hide her awe.

"Not bad eh? When someone is honored in Kumo they are brought here where they dip their feet in the water. It shows honor and respect to the person who dips their foot as well as the village. It is a means of forging friendship. Dip your foot Tomoe, and lets call ourselves allies henceforth."

Kei stepped aside and allowed Tomoe access to the water. He was looking around distractedly at the waterfall above. It been a while since he himself had come down to Shiro Ku.

What a peculiar custom, but the beauty and obvious sacredness of the space prevents Tomoe from commenting. "And I have just the plan to kick off our alliance," she replies confidently, but does not yet elaborate on it as she approaches the water and carefully slips off her footwear before dipping a foot in, approaching this task with respectful solemnity.

She returns from this ritual to quietly look around and appreciate the natural beauty of Kumo's sacred space, seemingly unwilling to break the peacefulness with words.

Kei breaks his glance from the cove and back to Tomoe. A plan for the alliance? Hopefully it wasn't too bothersome. Either way, this seemed to be a new era for Kumo which was greatly appreciated.

"A plan eh?"

Kei turned from Tomoe and Shiro Ku, and started to walk out the gate, giving her one last moment to take it all in and then follow out to finish the tour of the village. He would take her to the top of Raikou, the mountain that over looked the entire village.

Tomoe smiles slyly, "Yes, a plan. A deception to lure out those among the 'rising nations' that would attempt to move against us. Let us speak of it in a more private location," she adds on as they walk through the village to the next locale.

Raikou is a spot well suited to such purposes, though first Tomoe admires the view, because how can she not? "Here will do as well as any. This is a good spot to discuss our first plan acting together for mutual benefit and protection."

Kei sat on the edge of the cliffside, his feet dangling over the edge. The area was well-secluded. Only Kei and the ever-watchful birds above would hear the conversation. Kei couldn't help but smile at the view below, his dimples sprouting as he did. If being the Raikage was chilling on cliffsides among people he considered friends and admiring the beauty of the village than he was meant for it. Unfortunately he knew it required much more.

Tomoe lowers herself to a sitting position beside Kei, letting her feet dangle over as well and shifting to get comfortable on the rock before she begins to share her idea.

"I will instruct my genin to keep an eye out on what they witness among the other genin of the tournament. I will make it clear they are to watch not only Kusa's, but Kumo's, genin. They will be advised to let drop some choice words within hearing of Kusagakure genin and tournament proctors that suggest all is not well between Kumo and Konoha. There are tensions, there is talk of war, perhaps even a rumor that we've begun secretly scouting within each other's territories."

She looks over at Kei to see if he is following, "If you do the same, then perhaps we will convince these rising nations that not all is well and stable among the Great Nations. Then we will see what our bait brings forth. Does Kusagakure make a move against one of us, expecting weakness and distraction? Or do they perhaps approach one of us to forge an alliance against what they believe is a common enemy?"

Glancing out over the village below she finishes with, "Either way, I believe the illusion of instability will draw out a few eager snakes, perhaps even convince them to move early before any plans they are setting up are fully complete."

Kei thought it over for a moment, and then began to laugh. It would work, if Kei new anything about Zaru, he would jump at the opportunity to cause a trifle between villages. Being able to act early would be crucial to success in dealing with Kusa. They obviously new how to utilize their team.

"Sounds like a plan to me. So let's do it, and figure out what sort of venom the viper holds."

Kei stood up and held out his hand to Tomoe to help her up, smiling.

Tomoe smiles at the laughter that her plan elicits from the Raikage. It sounds like their alliance is off to an auspicious start. She takes the offered hand and stands up, using her free hand to brush dust from her rear.

"Excellent. I will instruct my genin, and any other ninjas that will be coming to Kusagakure with me, that they are to help spread this during the tournament. Subtly, lest they suspect we're up to something with so much openness at the tournament. Our interactions at the tournament will be cordial but strained. Although I do not suspect either of our villages has such compromised security that others will have heard of our visits to each other's village, if it becomes known we will hint that diplomacy regarding sensitive matters is ongoing, but going poorly."

Kei began to descend down the mountain back to the Administration building. Birds chirped above and the occasional ground squirrel or ferret (they were everywhere in Kumo) would skitter along the pathway.

"I'll use this plan to talk more in depth with the Tsuchikage as well. She'll know more about Kusa than anyone. Any way, the plan is solid and I'll inform the three i'm bringing to follow it strictly.

The day was slowly turning to dusk, the late afternoon breeze picking up. People were closing shops and heading home. Kei took a roundabout way back to the Admin building to avoid causing a scene with the Hokage and Raikage waltzing down the street.

"It's nearly evening. There are empty rooms in the Administration building meant to be quarters for my staff, but the only ones who use any of the kazillion rooms are Seiya an I. I insist you rest here and leave in the morning well-fed and nourished."

Tomoe enjoys the walk, even if her thoughts are on the plan that she and Kei have just agreed to. "Assuming the Tsuchikage is willing to talk about Kusagakure or this former shinobi of her, Zaru. Although perhaps our pretend instability will loosen her tongue or bring out some ambitions of her own," she adds slyly.

"I will heed your insistence," Tomoe says with a hint of playfulness, "And stay to enjoy your hospitality."

"Radical. Let's dine in my office for now. I usually eat on the lighter side, salad and vegetables. I hope you don't mind."

Finally they arrived to his office. Seiya had cleaned up his desk and set out two plates, a large salad bowl, wine, and of course a bottle of sake for Kei. Seiya was perceptive as always, no doubt he had kept tabs on the entire day, choosing not to hear things Kei would not wish him too. Seiya was Kumo's head ninja, and no doubt Kei's go to man.

"Ah I see someone has uh.. tidied up."

Sitting down Kei poured Tomoe a glass of wine and then started at the bottle of sake for himself. He helped himself to the salad, expecting Tomoe to do the same. A soft and luxurious chair had been put at her end of the table.

"I don't mind at all," Tomoe replies, following the Raikage to his office where the dinner is prepared and the office has been tidied up. She settles into the comfortable chair and offers her thanks for the wine, which she lifts up for a toast.

"To the future and protecting not only the beauty and sacred spots of both our villages, but to preserving the lives of our ninjas and residents."

That taken care of, she sips the wind helps herself to some of the salad.
